The programme provides three principal routes for qualifying capital. Each reaches the same result—permanent residency—but the asset, minimum and investor profile differ materially.

Because the minimums and documentation differ by investment category, each investor's strategy should be reviewed with qualified Panamanian professionals before capital is committed.

Option 1 — Panama real estate

Minimum qualifying investment: US$300,000

Real estate is likely to be the most attractive Qualified Investor route for many applicants because it combines the residency qualification with ownership of a tangible asset. The qualifying portion must be free of liens. Where the property is worth more than the required investment, the balance may be financed through a local bank, subject to applicable requirements.

For pre-construction projects, the amended rules also allow a qualifying investment through a promise-to-purchase arrangement, including qualifying structures using a Panamanian licensed bank or fiduciary or, under specified circumstances, payment to the developer.

Option 2 — Securities investment

Qualified Investors may also pursue residency through eligible investments made through a securities house licensed by Panama's Superintendency of the Securities Market. This route can appeal to investors who prefer financial assets rather than direct ownership of real estate. The applicable threshold and investment structure should be confirmed with qualified Panamanian professionals before proceeding.

Option 3 — Fixed-term deposit

A qualifying fixed-term deposit with an eligible Panamanian bank provides another potential route. This can be attractive to investors who prioritise simplicity and capital preservation over acquiring real estate. Investment thresholds and documentation vary from the real estate route and should be confirmed before funds are transferred.

Ninety minutes from the capital

Established beach communities with an existing expatriate base and functioning services. Qualifying budgets buy meaningfully more square metre here than in the city.

Pre-construction contracts

Any market — structural note

A signed purchase and sale agreement at or above the qualifying amount can support the application before delivery. This is how investors with a longer build horizon still file under the current threshold.

We are not a brokerage tied to one developer's inventory. Our role is to make sure the asset you buy clears the programme's requirements, holds its value across the five-year term, and is something you would want to own even if the residency were not attached to it.
